What are the best Nintendo DS games where multiplayer is available with only one copy of the game.?

Answer: Although you are lacking a lot of options when feeding off one game card, I would say Mario Cart DS has the best Online with your situation. It supports 4-8 (I think up to 8 but I know 4 for a fact) but of course the maps are limited and you are allowed only to be one character if you don't have the game.
